Associate Executive Director, Strategic Acquisition Center

The Associate executive Director supports the Department's Chief Acquisition Officer (CAO) and senior leadership in fulfilling the executive program management oversight function of the SAC. Some of the major duties include but are not limited to the following:
Coordinate program efforts with other internal activities and with outside entities, when required, making decisions in consideration of the effect they will have on other organizations, labor-management relations, economic impact and policies. Ensure all actions that meet the threshold undergo a Contract Review Board process and utilize Integrated Product Teams. Assess the impact on the organization's programs when programs and policies change. Determine program priorities for the organization managed. Manages the analyses of procurement data to develop acquisition strategies that will leverage OPAL and VA's buying power. Provide recommendations concerning overall resource needs; what program projects should be initiated, modified or curtailed; what resources to devote to program/ projects; the distribution and redistribution or resources; and the desirability of changes in organizational structure. Participate in procedures for reducing operating costs without impairing overall organization effectiveness; improvements to the overall system and provides input regarding third party audits. Provide oversight of all activities at the SAC and program management decisions related to schedule, cost, and quality. Employ standard government work classification guidelines and manage cost thresholds for projects and programs. Provide resolutions to problems and issues related to any activity of the SAC and assesses the SAC's performance against key metrics. Provide the corporate knowledge and technical expertise necessary to ensure that government and public interests are advanced and government obligations are fully satisfied and provides policy guidance to the SAC staff. Investigate work performance problems vs cost, schedule, and quality metrics to determine cause and formulate corrective action. Analyze operations and develops methods and procedures that will assure the maximum in operating effectiveness, efficiency and economy. Conduct meetings and conferences of SAC personnel and furnishes decisions of a policy or program nature. Serve as the Head of Contracting Activity for the SAC. Manages the development of strategic contract actions that have high-level significance and notability and are national in scope. Acquisitions consist of services and commodities; strategically sourced and enterprise wide contracts. Consider effectiveness and economy of the procurement activities under official's control. Leads a program of quality control to assure that the SAC procurement program is carried out in accordance with generally accepted criteria established within the Federal Government. Manage the SAC's budget and revenue generation activities, the incumbent oversees the full range accounting functions, including budgeting, accounting operations and oversight, business line oversight, financial services, auditing and reporting. Develop and implements procedures to ensure the recovery of duplicate payments to vendors and unused credits from vendors, and applies recovered funds to offset fund management operating expenses and/or program office costs. Provide leadership for operations and financial staff dispersed at two locations throughout the country providing on-site oversight within its contracting hub. To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The incumbent must possess knowledge and experience in analyzing complex programs and project and devising highly successful strategies in support of an organization's requirements. Inherent to this qualification is the demonstrated ability to assess and prioritize customer needs, to develop with management a strategy to address those needs and an organizational plan to execute the strategy. TQ2:
The incumbent must possess extensive knowledge in operating and managing an organization capable of delivering high quality, timely, and effective customer service, establishing standards to measure and/or predict the attainment of program or organizational goals and objectives; identifying requirements for funding, staffing and space management; communicating effectively with all levels of the organization as the key contact for business operations and programs.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
