Executive Assistant

Executive Assistant / PD# 44274-0, 44201-0, 44200-0 Serves as an Executive Assistant within the (SAC) Strategic Acquisition Center (AED) to the Associate Executive Director, with wide latitude for exercising independent judgment. The employee is an active participant in all aspects of the office, aiding the AED in the effective planning, controlling, and accomplishing the goals and the objectives of the office. Briefs the AED on all implications of actions proposed and makes recommendations to approve, disapprove, or modify specific proposals/correspondence. Reviews directives and legislative proposals, congressional inquiries, public laws, and recommends to the AED appropriate implementation or interpretation. The executive assistant will act on behalf of the AED for delegated responsibilities and exercises staff control over the administrative and managerial operations assigned. Ensures that all organizational programs, plans, and policies are systematically integrated into an overall strategic plan of operation for SAC and are aligned with those of the VA. Works closely with SAC Directors, supporting staff leaders, and others in providing continuity of leadership in assessing mission and work requirements and developing plans, goals, and objectives to include identification and developments of new resources opportunities. Establishes staff objectives, develops long range plans and identifies required resources to promote an efficient, economical and progressive organization. Independently initiates, leads, and conducts complex research crossing multiple functional disciplines to assess and evaluate alternatives for inclusion in SAC wide strategic plans and studies. Develops and implements quantitative measurement methods to determine effectiveness of selected approaches and alternatives. Evaluates the effectiveness of management policies, program and operations, organizations, missions and functions, staffing and workload. Assists in conducting assessment of current/potential/future customers, collaborative products, capabilities, and facilities, to include potential fiscal and manpower resources in support of strategic plans. Provides responsive, interdisciplinary, analytical capability involving broad, undefined complex issues of either one time or recurring nature. Independently creates organizational level presentations. Performs other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/09/2020. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience (GS-12):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of program management knowledgeto analyze federal, agency and departmental statutes, initiatives, policies, programs and operational requirements for federal acquisition programs. Knowledge and ability to compile, analyze and evaluate complex data, identify program and policy discrepancies, and produce analytic reports and studies; and provide top- level management with evaluations that influence major program decisions. Experience with organizational structure, missions, programs, and organizational relationships to effectively plan, coordinate, manage and develop long-range strategic plans. Comprehensive knowledge and ability to analyze facts and issues of law to interpret, expand, and present findings and conclusions. Ability to communicate using written and oral skills to deliver briefings, presentations and reports to high-level management officials and internal/external clients. Skill in preparation of correspondence and other documents. Knowledge of analytical and evaluative methods and a thorough understanding of how programs are administered in order to select and apply appropriate program evaluation and measurement techniques. Specialized Experience (GS-13):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Extensive knowledge of program management to analyze federal, agency and departmental statutes, initiatives, policies, programs and operational requirements for federal acquisition programs. Advanced experience and ability to compile, analyze and evaluate complex data, identify program and policy discrepancies, and produce analytic reports and studies; and provide top- level management with evaluations that influence major program decisions. Advanced experience with organizational structure, missions, programs, and organizational relationships to effectively plan, coordinate, manage and develop long-range strategic plans. Comprehensive knowledge and ability to analyze facts and issues of law to interpret, expand, and present findings and conclusions. High level ability to communicate using written and oral skills to deliver briefings, presentations and reports to high-level management officials and internal/external clients with ability to present controversial information and influence acceptance of sensitive and controversial recommendations; and explain very complex and controversial information. Extensive knowledge in preparation of correspondence and other documents, and the ability to maintain archives, files, and to perform records management. Advanced knowledge of analytical and evaluative methods and a thorough understanding of how programs are administered in order to select and apply appropriate program evaluation and measurement techniques. Specialized Experience (GS-14):
Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Mastery level knowledge of program management to analyze federal, agency and departmental statutes, initiatives, policies, programs and operational requirements for federal acquisition programs. Mastery of advanced management and organizational principles, methods, practices and techniques to evaluate the command's long- and short-range projects to include budget, resource management planning, staffing, funding and managing resources, In-depth knowledge and experience with organizational structure, missions, programs, and organizational relationships to effectively plan, coordinate, manage and develop long-range strategic plans. Comprehensive knowledge and ability to analyze facts and issues of law to interpret, expand, and present findings and conclusions. Expert level ability to communicate using written and oral skills to deliver briefings, presentations and reports to high-level management officials and internal/external clients with ability to present controversial information and influence acceptance of sensitive and controversial recommendations; and explain very complex and controversial information. Comprehensive knowledge of VA modernization trends, strategic planning processes, operational planning and transition management practices. Mastery level knowledge of analytical and evaluative methods and a thorough understanding of how programs are administered in order to select and apply appropriate program evaluation and measurement techniques. Ability to lead interdisciplinary analytical efforts where proposals involve substantial agency resource, require extensive changes in established procedures, or may be in conflict with the desires of activity analyzed. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
