IntelliBridge is an award-winning national security company looking for a Program & Portfolio Management Specialist to support a federal law enforcement client.
The Program & Portfolio Management Specialist will support a portfolio of technology projects.
In support of this portfolio, the Program & Portfolio Management Specialist will assist in reviewing requests from project leaders, assess the submissions' applicability to program/portfolio requirements, provide oversight/program management of those projects.
Support includes a significant amount of financial management of associated funds.
This position is exempt.

Active Top Secret clearance is required at the time of application.
Candidate must be SCI eligible and complete a CI polygraph.
Responsibilities/Duties:
Support the Spectrum Relocation Program (SRP) in the following areas as part of the SRP Program Management Office (PMO):
Budget Management and Financial Analysis.
Oversight of program funding, ensuring alignment of requested purchases with program requirements and established legislation and policy.
Budget planning and management for multiple projects, including annual spend planning, forecasting, and budget execution.
Government procurement processes, including submitting requisitions to purchase services and equipment, monitoring requisition status, and working with Finance and Contracting officials for successful completion.
Track executed purchase orders to ensure procured goods and services are delivered and paid for, including supporting vendor invoicing processes.
Identify and address program and project cost/schedule variances, including recommendations to correct cost and schedule overruns.
Planning Establish and maintain program charters, plans, and cost baselines.
Assist project managers as needed to identify and manage to key objectives and milestones for SRP projects, including development of project plans and related documents as required.
Liaison Assist with coordination and collaboration with internal and external stakeholders, including technical project leaders, executive management, and interagency teams.
Attend interagency meetings and forums with or on behalf of the customer, document them, and follow up on actions.
Program and Project Management Support Develop and maintain program and project life cycle management and control processes and documentation.
Maintain awareness of SRP legislation and policy and ensure compliance of program and project efforts with the same.
Ensure management is informed of legislation and policy, including relevant updates, governing the use of SRP funds.
Receive and track project progress information in appropriate documents and databases and distribute pertinent updates to stakeholders in a timely manner.
Complete and submit monthly, quarterly, annual, and other reports as required, including budget reports, program and project activity/schedule reports, and other recurring and ad-hoc reports.
Required
Qualifications:
Bachelor's degree Minimum 15 years of experience in technical project/program management and associated budgets (portfolio management) on projects in technical areas, including experience in conducting technical analysis and evaluation and implementing optimal solutions, including process improvement methodologies.
Competence in all program management activities from inception to deployment and a history of the ability to provide guidance and direction at the program level must be demonstrated on projects large and small.
Preferred
Qualifications:
Project Management Professional certification is preferred or other technical certifications.
Organizational and technical experience in federal acquisition, project and contracting management is preferred.
Familiarity with and experience using the following systems/tools is preferred:
